Job Description

We are looking to recruit an experienced Project Controller/Budget Officer who will be based at the European Bioinformatics Institute (EMBL-EBI) which is located on the Wellcome Genome Campus.


The Project Controller/Budget Officer will be responsible for financial administration of research projects and grants, including budget preparation, monitoring and controlling expenditure against awarded budget and timely preparation/submission of financial reports, in liaison with the responsible scientists at the EBI, to grant-giving bodies. The successful candidate will perform quality reviews to ensure completeness, accuracy, and conformance of the expenditure with the funding agency's rules and will be expected to take an active part in the development of the SAP-based financial and management accounting system and other financial controlling based projects.


The Budget Office supports Principal Investigators (PIs) and their project managers during the lifetime of a project. Main responsibilities of the Project Controller/Budget Officer at the EBI will include:

  • Solving specific administrative/financial issues
  • Alerting PIs about potential risks ahead of time
  • Providing support to project managers with distribution of payments to other partners and various other financial aspects of grant management
  • Submission of financial reports
  • Troubleshooting

In addition to financial management of external funds/grants, the Budget Officer will support EBI Administration and budget holders in their continuous efforts to effectively control all the budgets under their responsibility.


The Budget Officer will also lead at the EBI for a number of major controlling projects and these include:

  • Participation in development of Business Objects based reporting suite for GTLs and provision of support and assistance to other leads in the development of the financial reporting suites at the EBI
  • Development of the system of financial reviews and forecasts with GTLs.

The post-holder will report to the Head of the Budget Office based in Heidelberg and it is envisaged that, for training purposes, the successful candidate could spend up to 30 working days in Heidelberg during the initial six months, before taking up full-time position based at the Hinxton Campus. The requirement to undertake such training in Heidelberg would be driven by the candidate's previous role and relevant experience gained inside EMBL.


The Project Controller/Budget Officer will also need to establish effective working relationships with the EBI Management Team and Administration to ensure that the needs of the local customer based are fulfilled. To that end, a secondary reporting line to the Head of EBI Admin will also be established.

Qualifications and Experience

The ideal candidate should have a degree in finance or experience in accounting/controlling as well as sound knowledge of budgetary control, basic accounting concepts, and financial reporting principles. A formal CCAB accounting qualification or equivalent would be preferred.

Experience in the administration of academic research grants will be considered a distinct advantage. We are looking for a candidate who has excellent communication and interpersonal skills as well as having a solid knowledge of the usual office software packages, especially Excel. Proficiency in accounting software (SAP is preferred) would be an advantage.

The post holder should be fluent in English, however knowledge of German and French would be beneficial. Experience of working in an international organisation is also desirable.
